You need to create labor value group which is nothing but your department using the tcode mentioned by Ganesh. /DBM/SCH_DEPT.
Than you have to assign the workshop department (labor value group) to organisation unit. Your bay is nothing but an object in the organisation structure. Use tcode /DBM/SCH_OMAP.
Make sure you have transferred the resources running the report from HR to MRSS for your organisation unit (bay).
